BASIS FOR INCLUSION IN RECORD BOOK
1. For a performance to be considered a national record, it must be accomplished by an individual(s) representing his or her varsity high school team in competition against other competitors representing their respective varsity high school teams.
2. The National Records Committee will consider record applications submitted if the home state high school association recognizes that school and the school sponsors that sport.
(NOTE: Definition of “recognizes” means a school follows the rules and regulations of the state association and “sponsorship” means a school funds that sport.)
3. The National Records Committee — through action by the record book editor — can initiate record application procedures in the event of continued nonparticipation by the involved state association.
4. The National Records Committee will consider all football records set by teams and/or individuals in all schools in any state even though competition is not conducted under the playing rules of the NFHS.
5. The National Records Committee will accept, for consideration, all national record applications approved by member state associations of the NFHS.
6. The record book editor should be permitted to add published performance listings from state association record publications to the national records listings when appropriate. In the event that published performance listings from official state association record publications best the existing national record, normal record application and verification procedures will be followed.
7. The National High School Sports Record Book will not list or will delete individual, team and institutional national records when action is taken subsequent to the establishment of the record rendering the record holder ineligible or necessitating forfeiture of a contest or contests.
8. In order to count an outcome toward a career win-loss coaching total, a coach must be physically at the contest, actively coaching and not ejected during the contest.
9. Wins, losses and ties recorded as part of a co-coaching arrangement shall be recognized as part of a coach’s overall win-loss record and not separated.
OTHER PROCEDURES FOR SUBMITTING A RECORD
1. Multiple national records established by the same entity (individual or school) should be submitted on one form rather than utilizing a separate form for each national record; further, that an additional page could be attached to the original application form setting forth additional information concerning each national record established by the same entity.
2. The requirement for an application to be submitted in triplicate was amended to require that only one copy of the application form be submitted to the NFHS.
SPORTS AND CATEGORIES LISTED IN RECORD BOOK
1 The National High School Sports Record Book will list one, and only one, set of records with regard to eras.
2. The National Records Committee may list in the National High School Sports Record Book, all sports for which the NFHS writes a playing-rules code, or all sports where at least one-half (50 percent) of the member state associations sponsor state tournament competition (i.e., golf, tennis).
3. Like sports for boys and girls should incorporate the same record categories.
4. The National Records Committee encourages applications in new categories for all sports and begin development of specific performance listings to assist in the expansion of limited sports sections.
5. The National Records Committee will list in the National High School Sports Record Book, the complete record (including names of individuals or teams involved) when the record involved a “positive” record (i.e., most points scored, fastest takedown, most strikeouts against).
6. The National Records Committee will not list marks in the National High School Sports Record Book that are solely of a negative nature (i.e., most errors, most consecutive losses, most missed free throws, margin of victory, scores of losing teams in most points scored categories).
7. The National Records Committee will not list in separate categories, any records set by these special schools (i.e., prep, handicap, parochial). (Secretary’s note: Records for these schools, and any other exceptions, will be incorporated into the high school listings as long as all prior qualifications are met.)
DEFINITIONS
1. The National Records Committee will define as an athletic career the following participation standard as noted by the NFHS Ad Hoc Committee on Eligibility, which states that a student shall not have the privilege of participating in the interscholastic program for more than eight semesters in a four-year school after entering the ninth grade or six semesters in a three-year school after entering the tenth grade (and in either case, the last two semesters shall be consecutive) and attendance of 15 days shall count as a semester of participation. A student shall not have the privilege of participating in the same interscholastic sport for more than four seasons in a four-year school or three seasons in a three-year school. A student shall be allowed one competitive season per school year in a sport for record consideration.
2. For the purpose of recognizing a career mark in the National High School Sports Record Book, “career” is defined as a minimum of two seasons.
3. For the purpose of recognizing a season mark in the National High School Sports Record Book, “season” is defined as all regular-season contests within state association limits, plus all contests in the state association-sponsored postseason up to and including the state championship contest.
4. For the purpose of recognizing marks earned during a split (dual) season (i.e., baseball in Oklahoma), only those marks earned during the season in which the state sponsors state tournament competition will be considered/recognized and in states which conduct dual state championships in different seasons, only marks established during the last four consecutive varsity seasons will be considered/recognized.
SPECIAL PROVISIONS FOR SPECIFIC SPORTS
FOOTBALL
1. The football section of the National High School Sports Record Book will contain records from 11-player, nine-player, eight-player and six-player games.
2. The National High School Sports Record Book will not publish any longest-play list in football because of the great number of those types of plays each year. This includes longest run from scrimmage, longest punt return, longest kickoff return, etc.
TRACK AND SWIMMING
1. For a track performance to be recognized as a national record, it shall have been made in a meet involving five or more schools.
2. Beginning in 1998, no national track record shall be granted unless the time is recorded by fully automatic timing (FAT). If the FAT time for a particular event does not clearly better the currently listed manually timed record listed in the Record Book, both records shall be listed, with the manually timed record listed as the “Manual Time Record” and the fully automatic timed record other as the “Fully Automatic Time Record.”
3. No swimming national record shall be granted unless the time is recorded by automatic timing.
4. The split time of the lead-off swimmer in either of the two freestyle relays (200-Yard Freestyle Relay; 400-Yard Freestyle Relay) can be recognized as a national record, provided that, prior to the race, meet administration is notified that the swimmer is going for a national record, and that the lead-off swimmer desires his or her split time from that particular relay. The NFHS would recognize the split time of the lead-off swimmer only (not the times of the subsequent three swimmers in a relay). The split time must be obtained with fully automatic timing.
a. A lead-off time remains valid if the relay team is disqualified due to a violation (other than conduct or entry rule violation) by one of the subsequent relay competitors.
b. A lead-off time shall be nullified if the relay team is disqualified for conduct, under Rule 3-5 or for any entry rule violation under Rule 3-2.
5. The Track and Swimming Honor Rolls, an annual list of the top 10 performances where available by event, will include the best performances by individuals or teams in a given year that meet the minimum times and distances included on the application forms.
BASEBALL/SOFTBALL
1. Pitching performances must be accomplished in games of at least five innings (or 4.5 innings) in order to be included in the Record Book.
RECORD CERTIFICATES
1. The NFHS should send a certificate to all record-holders stating that they hold national high school records, and that they are listed in the National High School Sports Record Book. The editor of the record book will coordinate this effort and also agrees to send a letter and order form so that they could order the record book(s).
STATISTICIANS’ MANUAL
1. The NFHS has published a separate statisticians’ manual for football, basketball, baseball/softball and volleyball, and should pursue the possibility of adding sections for other team sports such as soccer and ice hockey.
